Call for external evaluator

  1. Background information

 

The STAR project, Stand Together Against Racism, is a 3 year collaboration among 4 partners from Spain, Italy, Bulgaria and Poland, with the aim to counter invisible racism and other form of intolerance in the every day lives of young people, as well the ones online, through preventive measures, youth work and non formal education. We plan to do it through sharing and upscalling their best practices (Lorca Libre from Cazalla on invisible racism and No hate Speech On line from Szansa).

 

Project is divided into 3 work packaged, where in the first one partners will share, evaluate and adapt the practices, in the second they will be tested by implementation of ToTs, workshop at schools, community meetings and summer camps. Finally in order to ensure the dissemination and sustainability of the project we will develop the manual with the best practices of the project, create a MOOC (Massive Online Open Course), and offer a mixture of local, national and international events – trainings and conferences to disseminate to the key actors in the field. Finally we plan to achieve the systematic change by bringing on board policy makers, having as associated partners 24 key stakeholders from local and regional authorities, schools and grass root organizations, who will be actively involved in all phases of the project.

The proposed aim and objectives of the STAR project are:

 

Main aim: The project aims to counter invisible racism and other form of intolerance in the every day lives of young people, as well the ones online, through preventive measures, youth work and non formal education.

Specific objectives:

  • To improve and upscale the practices developed around the concept of invisible racism, enrich them with the element of NO HATE SPEECH online, and test their effectiveness with young people.

  • To develop the manual and MOOC that will contain the tested practices on how to counter everyday racism and other forms of intolerance in the everyday life of young people.

  • To ensure the usage of the results by dissemination activities

 

2. Purpose of the external evaluation

The main purpose of the external evaluator is to make the impact assessment of the practices used in the project and the recommendations before the dissemination phase.

The main task of the external evaluator will be to assess the impact of the tools adopted and used in the WP 1 (design) and WP 2 (testing), and prepare the impact assessment, so the partnership can use the results of evaluation in the WP 3, while designing the MOOC and final publication, and while disseminating the project. External evaluator will make as well the recommendations based on the evaluation for the follow up of the tools.

External evaluator will be asked to elaborate the report with the evaluation of the impact of the good practices, providing further evidence on usefulness (or no) of the tools and offering recommendations for the possible modification. Partnership will work with the close collaboration with the evaluator during the duration of the WP 2 and 3, and will follow up on the recommendations during and after the end of the project, where applicable.

Finally, external evaluator will elaborate the recommendations related to projects´ best practices, that we aim to use to make a political pressure and use it as evidence.

 

The external evaluation of the project aims to:

  • Provide an outside critical view on the practices that project is trying to upscale in order to improve them;

  • Make the impact assessment of practices, and through this provide evidence that the practices works (or not);

  • Create the recommendations related with the practices to address the decision makers.

 

3. Responsibilities of the external evaluator

The main responsibilities of the external evaluator of the project will be to:

  1. Prepare an external evaluation plan along with the necessary questionnaires and documents, needed for the plan implementation;

  2. Participate in at least 2 local events, organized within the project during the testing phase and the international coordination meeting on 25-26 of June 2019;

  3. Communicate with project partners, direct and indirect beneficiaries in accordance with the approved external evaluation plan;

  4. Elaborate report on the impact of the tools used in the testing phase by September 2019, including recommendations to the partners for improvement of the tools;

  5. Elaborate concrete recommendations for the decision makers regarding the tools and approaches used in the project.

 

4. Documents to be submitted

If you are interested to submit your proposal for the external evaluation task, you should submit:

  • Draft: Technical proposal, including the proposed evaluation methodology (no more than two (2) pages);

  • CV;

  • Information on their legal form and ownership structure where applicable;

  • Confirmation that they are not aware of any conflict of interest that may arise in undertaking the evaluation (template to be sent by request).

 

5. Selection criteria

  • Proposed evaluation plan and methodology

  • Ability to work with partners to formulate an appropriate robust evaluation framework

  • Communications skills (both verbal and written) in English, working knowledge of Spanish, Bulgarian, Italian or Polish would be an asset

 

6. Payments and standard contract

The salary offered for this contract is 5040€ (21 working days * 240€/day). In addition there is a budget of 2000€ for expenses related with travels.

Payments shall be made only if the contractor has fulfilled all his or her contractual obligations by the date on which the invoice is submitted.

The payment will be made in two installments:

  • A first payment of 40% of the total amount agreed in the contract shall be made 15 days upon submission of the relevant invoice after signing the contract with the project coordinator;

  • The balance payment (60%) shall be made no later than the 15th September 2019 upon the receipt of the final invoice and of the completed deliverables.

More detailed information on payments and requirements will be outlined in the contract.
